What is the TikTok Ad Library (Commercial Content Library)?
Updated
Definition
The TikTok Ad Library, formally the Commercial Content Library, is TikTok's searchable archive of ads and commercial content, created to satisfy the EU's Digital Services Act and strongest in its EU coverage.
TikTok's library exists because regulation demanded it, and its shape reflects that origin. EU-targeted ads are the reliable core: searchable by advertiser or keyword, with first-party detail on targeting parameters and reach that the DSA compels, retained for a year after an ad's last impression. Outside the EU, coverage thins out quickly, which is the biggest practical difference from the Meta and Google archives.
The second difference is content type. TikTok advertising blurs into creator content: Spark Ads boost organic creator posts, and paid partnerships live under separate commercial-content disclosures. Competitive research on TikTok therefore reads two layers at once: the ads a brand runs under its own name, and the creator content it amplifies, which the library only partially connects.
Used well, the library answers what a competitor is running in Europe with more targeting detail than any other platform archive provides. For US-centric questions or creator-amplification questions, it is a partial witness, and the platform's own search plus continuous third-party tracking fill the rest.
How this shows up in Waldo
Waldo's ad tracking covers TikTok through its own search endpoint alongside the unified Meta, Google, and LinkedIn library pull, so a brand's TikTok presence reads in the same daily, source-linked frame as the rest of its paid footprint.
Questions teams ask
Does the TikTok Ad Library work outside the EU?
Partially. The Commercial Content Library's dependable coverage is EU-targeted advertising, because the DSA requires it. Coverage of ads targeted elsewhere is thinner, so US-focused competitive research usually needs additional tooling.
Does it show targeting data?
For EU ads, yes: the DSA requires disclosure of targeting parameters and reach, which makes TikTok's EU archive unusually detailed compared with commercial ads in the Meta or Google libraries.
Can you see Spark Ads in the library?
Boosted creator content is the murkiest layer: some appears under commercial content disclosures rather than as conventional ads, so the library shows part of the amplification picture rather than all of it.
